Afterall Without Noble 6, John would not be alive. At the end of Halo: Reach, Cortana talks about how without you we would have not been able to even have a chance of winning the war. When you think of basic Halo characters generally you think Chief, Cortana, Johnson, and so on. Him dying really added a concluding feeling to Halo 3 like you knew things were finally coming to an end but having him around still would feel like you knew things weren't done yet.
