Spartan IV's cant be as tall as a Spartan II because spartan IIs were given growth hormones while they were going thru puberty, where as spartan IVs are enlisted within the program in adulthood making the only way for that amount of growth is total bone restrusture which would be to dangerous to be considered "humane".
