Is it too early for clans?

I am trying to correct my mistake in the introductions/good bye forum. I had an idea to start a clan for Halo 4 in Halo Reach is this too early? I just wanted to form a clan that actually does stuff like holds races, tourniments, and has meetings in and organized fashion. Do you officially apply like with Bungie? Am i insane for wanting a clan like this please guide me.

Matter of fact, we have a whole section on this forum that's just for Halo clans, and i'm sure many of them are already looking for Halo 4 members!

I know many that planned Halo 4 Clans last year so apparently not
