you could set the spawn time on the second one to a layer time. Or it it's an invasion game type you could set it as a gate to despawn after the objective has been completed.

I think it could be somewhat like Trevelyan, the micro-dyson sphere found in Onyx. But that's just my thought. I really have no idea. The Forerunners were so creative with their designs it's hard to say what this world contains.
