How can I report an issue to 343? Please help 343.

For some reason I am receiving inconsistent XP. Without ever hitting the Daily XP Limit I find myself not earning XP. The next day I play a match or two and earn 11,000+, but then I recieve a notification on my screen saying I have hit my daily limit. Since when was the XP Capped at 10-11,000 XP?

 

Someone please help or pass this along.
