How customizable are loadouts in local/system link?

the loadouts should have the same effect no matter what network your playing on. meaning, if you have a loadout with the br on xbl, that same loadout weapons should be applied to lan and sl. if im wrong someone who actually uses sl/lan, plz correct me

The loadouts stay the same no matter what, spartan ops, forge, and matchmaking all use the same loadouts. Also the online/offline play really doesn't affect it.
