Because I have not seen any pics, or gameplay showing the concussion rifle. Granted it was a fun gun in Reach, but it has not been confirmed in Halo 4, not yet at least. As far as the OP goes, the concussion rifle has not been confirmed, and we have seen quite a bit of gameplay so far. So, if it did return, we probably would have seen it by now. The only reason the Gravity Hammer will return is because the Storm faction of the Covenant obtained one through battle and created their own rendition of it.
