What was the cause?

cPanel was imposing a 450 Apache client limit for some reason which is less then 25% of what the limit should be. So Apache was only processing a max of 450 requests so pages would lag while Apache would server pages to other visitors then those clots would open and accept a new request and load the page. Now the this limit is gone and the proper one is in place there should always be open slots available to serve requests.
