Head of State

So I was on the wiki and on the article of Earth it lists a head of state.

 

So what kind of power would a presidential like figure hold when there is so much land that is controlled, ideas?

I imagine as of right now, very little. When you face the fear of extinction, I would think the UNSC figure heads are the ones calling most the shots.

Well I didn't necessarily mean during the war. Let's pretend it was during the insurrection before they ran into the Covenant.

Maybe the person has the power of: Kings, Presidents, and Emperors all in one. He most likely has employed heads of countries for each country, and oversees what they do to the fullest extent.
