Why is it a signature shop now? Insignia probably is watching this and laughing.. Just because a topic does not have "Shop" in the title, doesn't mean does not qualify as one. And you are right, it is his first forum sig, but if you will lok at the history of the posts you will see that people are requesting sigs and the requests are being filled. There's already a signature shop, ask Inisgnia. He's running it like a shop that is why he was told to keep it on track.
