He was actually referring to the "Timeless One" lol The Timeless One, while having claimed to be "The Last Precursor" was in fact, lying. It was not a precursor, but precursor in design. The first Nova-class nuclear device was detonated aboard a Covenant ship in the middle of a Covenant fleet over a Covenant planet by overly curious Engineers who didn't know better.
