Looks like a portion of the ONI or Office of Naval intelligence symbol. Its also on his chest. ONI was shut down after Reach if I remember correctly, or that is weird.

If you live in the US or Canada: Go to Target, go to guest service and do an exchange, say you got it recently as a gift from a friend across the country, and do not know which store they got it from. We get this all the time, and typically honor it.
