Or maybe that shot with Chief walking past the Spartan IV's was more symbolic if anything.

Palmer is six foot

and Chief is seven

 

I think that pretty much means its a symbolic shot or an error.

 

The difference between foot is not that large ( then again Palmer had no helmet )

But chief is not 7 feet tall. When he wears this armor yeah he is, but he is really 6'10".

Chief out of armour is taller than Palmer but he is way too tall in that armour in the shot.
