      Would recommend Windows 7 64 Bit since it is a openly more supported OS when it comes to drivers. It is also easier to access important system files with Windows 7 which is going to be very handy. I love Windows 8.1 but for a custom built PC Windows 7 is loads more user/PC friendly. Then again Windows 8.1 is fine if you don't plan on modding/playing older games or tinkering with your PC
