The Elites you're fighting are either Elites from the planet Jul found, or Elites led by Jul Mdama. Only the Elites under The Arbiter are allied with the humans.

Jul 'Mdama is about to slay Master Chief and out of nowhere, the Arbiter steps in and saves him.
