I think that it would be awsome if 343 would release it as a "add on" to Halo 4 or a arcade game. It's a long shot but Valve is release fan made content on L4D so why not 343? Halo has had a history of supporting fan content so why not take that to the next level and support the best fan made campaigns. 343 could even help them out a bit with cannon and polish before the release it.
