Even when it was brought up, it was brought up as a possibility if Spartan Ops does well. Elite Ops has not been confirmed. As for Elites in custom games and forge, Frank O'Connor himself stated that Elites will not be in MULTIPLAYER which encompasses forge, custo games, and war games.
