One time in Halo Reach (mission:Tip Of The Spear), I'm almost certain a Skirmisher used the hologram armor ability because I ran through it and it was a hologram. Has this happened to anyone?

Skirmishers use Holograms, yes.

Yeah, many times. But I can see why you didn't notice. Usually they use it in places where you're too busy with other enemies to even bother with that Skirmisher that isn't shooting you.
