So if there can't be a beta...

That would basically be a beta... Letting players play a game before it is release, by definition, is called a beta test. Letting everyone play even one mission, it will push back release... Not to mention ruin the surprise.

Not really... a demo is usually campaign and offline based as a beta is multiplayer and online based. There's a difference.

A campaign demo is still a test before its released; a beta test.

A 'demo' is actually usually representative of the game in its final state, whereas a 'beta' isn't. So if a demo came out it would be exactly what you got in the real game, while a beta would be somewhat different. For example, the Reach beta had fewer shots in the DMR, plus different loadouts for Spartans and Elites and slightly different movement speeds, while the demo for Mass Effect 3 had identical gameplay to the shipped version.

Beta - Software that is not out yet and the company has released so that you can test it and find bugs. Usually for online purposes.

Demo - Software that lets you use some of the features not all, so you can see if you like it but don't have access to everything it has to offer. (example. Video game demo that has only the first level)

Demos are campaign based.

I agree with red on this front also

Just so we are all clear, frank clearly stated during the panel that, "We have no plans at this time or in the future to work on a beta release. Our focus is on polishing the game and releasing it.".

Kinda hard to misread or catch anything other than NO from that in terms of having a beta.

Plans can change though. I'm not saying they will, but they can.
