Goku isn't Broly...He won't just blow up any random continent or planet that has an enemy that would be difficult to beat.

 

That would be the Equivalent of saying Gilgamesh uses Ea full power on anything that poses a challenge to him...

The universe would be dead...

Depends on the spartan. Perhaps a sniper could kill them all, like Linda or Jun. Or a fast spartan like Kelly could destroy most forces. The spartans would have to work harder, and I agree with the sabers making bullet particles to hurt the sith.

They can use powers to manipulate and control the Spartan, where as the Spartan only really has guns.
