With all difficulties to balance the weapons, I guess it's hardly impossible to do it with another weapons sort (by the way, the DMR is causing a damn trouble to solve it). If will there no way to balance the weapons, the only way will be getting rid od the DMR, or nerf it, and unsetting all promethean guns from the Loadouts, and make a game type suchlike to the previous Halo games, and pleasing the fans.
