I believe that the IIs all have certain geas in them and that's what make them specifically Reclaimers with John being the most evolved after the Librarian sped up his evolution in Halo 4. It's all part of the Librarian's plan. I think the genetic code she implanted in them and in Halsey brought them together. Of course many were lost in the process but that's because humanity wasn't where it should be by that point in time.
