In the legendary ending...arbiter escapes. Cortana sends out a becon, so perhaps he answers and show up in the middle or late campaign. Just a guess, due to the fact he hasn't been talked about lately.

Recent interview with 343 employee states "The Covenant will be returning for sure, but they are probably the last thing you need to worry about."

I say some equipment could be part of the new multiplayer system IF USED CORRECTLY. I don't want people spamming a certain equipment, armor ability, etc. These probably wont recharge, just for a 1 or 2 time use per life. For example...I get a bubble shield on spawn...but it can only be used once. Therefore you cant pick up powerups on the map, except maybe the cloak or overshields.
