I'm hoping that in the final game it will be four shots, but we'll just have to wait and see. However if they need to increase or decrease the number of bursts/shots it takes to kill someone to better balance the weapon(s) (If slowing down the rate of fire wouldn't be a better option), then I'm completely fine with that.
