Adding Halo CE to viaSteamUP?

Is Halo CE completely open or what's the Licensing on that, because I am planning on submitting it to viaSteamUP to see if they'll add it errr wut.

Lolwut? Halo CE does not use Steam. Halo CE used Gamespy for the serverlist. All CE servers are self hosted and with the 10.0 patch, the server listings are updated ingame. CE cannot run on Steam, as it was not written to. And no, you cannot make it run on Steam. Was this a seriois question?
