You have to max out mastery on half of the covenant guns!!! And the reward is this POS Recon helmet????????? 343 did not make the rewards COMMENSURATE with the commendation. If we spend 100 hours unlocking ONE commendation, give us a badass looking helmet for christ sakes, not some douchey looking modification of a level 20 helmet. They add a lot of replay value to the game and it's not just Credits you get this time around.
