I do not Understand

In Halo 4 there is a weapon that is almost or is as powerfull as the Brute Shot but it has to Charge before it will fire so what i do not Understand is that there is a weapon that exist call the XM-25 Rifle

that from what my friend tells me is also almost or is as powerfull as the Brute Shot and the best thing is that when you pull the trigger it fires it dos not fire 1 2 3 4 5 os how ever many seconds after you pull the trigger is ONI unable the make weapons that you do not have to Charge be for they fire

Its not so much a realism thing as a balancing thing. If you had a railgun that you could fire with just the press of a button it would be way to powerful. Same goes for the spartan laser and plasma launcher (which I do not believe is returning).

 

Also in real life railgun technology works that way where you have to charge it before firing. So it is realistic too.
