It works for me again.

I did the same earlier. Spartan Ops still not coming up. No Chapter with 0% loading all the time.

I was playing 5 hours ago. I finished one of the missions then immediately went to play the next one of 5 and had the same error as you. I have since deleted all content and caches except my game save and reloaded. Still nothing.
