Why is the community restrained to such few map selections in MM?

I see. Geez, and here I thought Bungie was money hungry. Apparently 343i isn't much better. -
I don't understand why we are being confined to such a small variety of maps in MM. For instance, Why is Relay not apart of the selection process? Is 343 eventually going to open up and give us some other maps to play? I for one am tired of Haven, Adrift, Solace and Complex.
