Pre-order bonus not working on digital purchase

This topic has been talked about before and probably hasn't been fixed. I purchased the halo 5 digital standard edition as a Pre-order. I did all steps Microsoft told me if it would fix my problem and it didn't. Reinstalling it and starting the game up again. Deleted my profile and re-download my profile. Reinstalled the bonus again but this time hard reset my Xbox. It's supposed to give me the extra loadout and custom skin on day of launch which it didn't. I bought the game at $70 dollars including tax but it feels like it got downgraded to some regular purchase. I've been waiting for over a week for a fix. This is my
