Strangely when I was playing, the Achievements would only unlock when I was online. The ones I unlocked offline were afk, and unlocked when I got online. I don't know why. You said you have all the achievements, so you can try and contact 343 on Halo Waypoint (their official forum/site) and get them to give you what you deserve in-game if possible.
