why are brutes in reach but not in halo 1

Because the Capital ships that reached Alpha Halo before POA did, was only carrying the most elite forces aboard in order to capture and destroy the POA. Brutes were usually reserved for grunt style kamakaze attacks against the UNSC. The Brutes lack moral compass and have no aptitude for planned combat. Not to mention, at the time, the Prophets didn't deam the Brutes worthy enough of touching the sacred ring.

Also, there were multiple fleets that attacked Reach. Some of those fleets were commanded by Brutes, some by Elites: and each individual fleet has either Brutes or Elites in it, not both.

 

In Halo CE, there was only one fleet present, and it was commanded by an Elite (Thel 'Vadam).
